is any holiday package for boarding and lodging from nyc to other places?

In California, can a company be closed for a holiday but not pay their employees?

Example - On December 24 2007, all departments are closed in the building, however it is not a paid holiday. So if a full time employee wants to get paid for that day, they have to take a vacation day. Is that legal?
