Amtrak will not let you board without an ID and person is stranded in New York during holiday with no ID and unable to travel. What can he do?

Happened to me in Hawaii. You must report your DL being stolen to the local police and ask for a copy of the report that states it was stolen. Amtrak will usually let you board with that — speak to a supervisor. Also, some states will let you order a duplicate DL on line and you can show the receipt with your police record.
